Configurable per-shift coverage target for qualified teachers. Operator picks the band that matches their MoE funding level (50% / 80% / 100%); citations + acknowledgement audit log surface on shifts below the chosen band.
Practising certificates + Safety Check
Per-staff expiry tracking with cited-source warnings before the certificate lapses across a roster window. The operator decides whether to roster the staff member during the lapsed period; the acknowledgement is audit-logged.
